Mike - This is a VERY key question in all this, and while you may have meant it to be rhetorical, I think it's very important that everyone know the correct answer (as most don't): The Supreme Court has held in many cases that the Equal Protection Clause of the 14th Amendment applies to illegal aliens, and therefore they are protected under the Constitution while on U.S. soil.

I saw there is an ADU ordinance that was passed in 2012 and then there was talk of an amendment to expand it in 2015, but I haven't seen any official announcement of it being changed from the initial 2012 ordinance that the ADU's needed to be within half a mile of TRAX.

A constitutional amendment recently passed in TX that puts a cap in place for non-homestead properties (used to only be in place for homesteads), capping possible annual increases, I believe at 20%.
