Keep usage under 30% on personal, and 40% on business cards for best credit ratings.  

For things related to number of people (eg water usage), base it on how many are typically living in the unit.I have single family homes, but for two of them the water has to go in my name as the utility company won't let tenants put it in their name (which is fine because if they don't pay, I am stuck with the bill). 

Cleveland water's site is a nightmare but they do provide clear usage data which would be easy to present to a new tenant.

No public advertising, no hoping to find your buyer, no usage of contingencies to back out if you cant find a buyer, etc.

The $100 / month on the water is probably about right, of course that depends on the occupants and their usage.
