Eliminating units with rent less than $1,000 seems to keep out the riffraff - kudos to @Alex Craig 's observation in that regard.Getting out of high rises.

Your point about open-ended exposure is a good one - didn't think about.My gnawing observation is that I have a product (housing) that some people are simply getting squeezed out of - they CAN'T get it, even from charities I might financially donate to because there simply isn't enough supply in the right areas.

I'm sorry you are having these issues.I can certainly understand the conservative approach they are taking with this.However, and these are just my, non-lawyerly observations...While there is little to no case law acknowledging an option as a form of equitable title, there is case law acknowledging an option as a negotiable asset.
