You don't need to provide a reason as to why you passed on someone unless it is required by law (generally only if they're claiming discrimination) so if he does inquire about why he wasn't chosen you can just say you found someone more qualified.Personally, if you're already finding this sort of thing before doing a background check, that's a huge red flag for me.
