@John Underwood  in my area (which is undergoing gentrification) the local HA will not pay current market rents, and as I understand it, it is not allowed for landlords to ask the tenant to pay above HUD's "contract amount" for the unit.

All are undergoing/have undergone further development in their downtown areas.

If I'm not mistaken those areas immediate south and maybe a bit east of the Medical Center are undergoing gentrification right now - if that is the right word.
