I am already doing the marketing (placed bandit signs, launching FB ad next week, selected   databases to purchase the list of properties that fall under high equity, vacant and other criteria, to be skip traced and cold called  and etc.). 

You can skip trace and target a certain area, street, type of property, etc. 

Inspections take for absolutely ever so I know many would be permit pullers are skipping the process because it can take a month to get an inspection.

So, this skips the need for a cash out refi (saving that cost and avoids seasoning issues) 

If it’s truly 4 years old I’d skip it outright or go ahead while occupied if you want to feel good about it.

They provide you a great, reliable service (where services are not skipped or halfway completed) for a good price that is fair to the both of you. 

2) I understand that it is illegal to do SMS marketing for random lists from public records + skip tracing, you must have the client's consent before sending... how you address it?

.$100,000 can go a long way in many markets when it comes to property flipping.But then again, not everyone wants to be active so I get it.Something to also consider is how landlord friendly the state is.I've heard some horror stories with Illinois but potato "potato" lol.My tenant for example is high net and I get direct withdrawal payment on the 28th of every month and hasn't skipped a beat in 4 years.Wishing you much success 

If I were to start wholesaling as someone with a relatively small amount of capital I would skip SFR and wholesale commercial property - specializing in one or two property types.
