C-class neighborhoods there are ideal for Section 8 and long-term renters.

Any C-class neighborhoods are more geared towards Section 8 and long term renters. 

Rent in many markets have dropped substantially and new renter may not go for that amount at all.Having said that, in markets where section 8 is king, you may see a higher FMR (Fair market rent) with section 8 than most.

(It's funny now) I hired a property management company and sure enough they told me the best qualified renter was the one who wanted to do a 9 month lease and pay it all upfront.

I'd suspect they are not voucher holders and were once conventional renters. 

This attracts a higher-quality renter, ensures funds are available to maintain the home, and reduces the risk of major losses.
