You will have a lot of trouble with them, find a good mason that works fast, I say mason because any wood, metal or plastic fence will be destroyed over night, build a block wall and fill it solid with concrete and rebar.

If the new owners wanted to build a 10k patio on it, the neighbor would have to pay to get it fixed if any future leaks /issues occurred.Being a  sewer line ( vs water line), that may be very different though!
