Actually I really agree with this (the problem with CA law is very easy to overcome), there're just two dogma in BP that the cash-flow should be the main key but for appreciation-focus like us, we are not scared with the cash-flow.

I think it also makes a lot of sense in many ways to invest in what you know....and that's often closest to home, but not always.Also is Milwaukee known to be landlord friendly or landlord adverse?

Even if the 17.9% was real net which it clearly isn't, the actual dollars can't begin to overcome a big downturn in value--and unless you get a big gentrifying shift in the neighborhoods you are essentially buying an investors commodity with all the risk that entails.
