To demonstrate my technical competence, for my personal house I built a steam shower, installed radiant barriers with rock wool, and a wood stove insert with bathroom radiant heated floors and re-designed radiant floor heat zones, cutting winter energy consumption to 1/8, installed a whole house fan cutting summer energy to 1/2, extensive localized landscaping leading to a reduction to 1/8 the yard work, plus random quality of life improvements like wifi switches, heated floors and toilet seats, skylight install, exposed structural beams, and master bedroom laundry including electrical and plumbing, cathedral ceilings with skylights, a steam shower with wifi controllable lighting and music, concrete countertops, etc. 

Despite all that, we agreed to sign a lease (after credit was approved) and the owner assured us more than once that prior to us moving in, the house will be cleaned and the carpet steamed.

We put in a large steam shower and jacuzzi tub in the master bathroom, installed a custom kitchen with stainless steel appliances, granite countertops and a 7-foot island, have a 50" HDTV and HD expanded cable package in the living area.

Are the tenants taking showers two and three times a day and running these so long that they're running out of hot water each time, steaming the place up like a Turkish bath house? 

If she mentions her child being really allergic, then either go ahead and steam clean or talk to her about an extra cost for doing so. 

There is whole house steam heat, and in February she stood in her 70 degree living room complaining it was cold.

The pet addendum states that a portion of their pet deposit is non-refundable for the cost of steam cleaning.
