@Mary Mitchell It does seem odd, and that's exactly how I responded about how he would be losing a chance on free rent, but he simply doesn't want to live in a multiplex household.

Again the service provider delivers the bins.Although garbage service (which includes recycle service) is mandatory for all households in our municipality, yard debris service is optional. 

I was always nervous before about maintenance calls/expenses/my lack of knowledge of general household stuff (I'd never touched a breaker box before!)

With Chicago minimum wage @ $12/hr, assuming 2 working adults (working minimum wage), household income would be almost 5x the monthly rent for my 2BR apartments, leaving about $3k/mo for other expenses.
