I will say this is a difficult RE market and I can poke holes in most RE purchases at this time.  

The issue you will have is that finding out what a property actually rented for is difficult.

Even if city looses, they'll probably make things difficult on operators with all kinds of rules and regs like many other cities. 

Thus it is very difficult to cash flow with a rental property, however you can still make a great return with appreciation. 

As someone who's spent the past 20 years building software to ingest massive amounts of random data, the short answer is, it's really difficult to get accurate contact data.

Then some people are frozen with fear of regulation and who don't do any deals or stick to investor loans.It's not actually difficult or scary to get it right.

An experienced operator is not that difficult to find.

They are very difficult and expensive to move.
