If you sue, and have to "prove" that the neighbor was negligent, then that would likely need to consist of multiple “written” communications from you, the city, or an arborist to your neighbor stating that you/they feel the tree in question is diseased, appears to be dead/dying, is overgrown and posing a potential threat to your property, etc.

If real estate investors perform these tasks consistently, you make the plaintiff's attorneys job far easier because again they are chasing insurance proceeds and you are handing that over on a silver platter in a way where they are far less likely to care about you personally.What a great answer!

Padsplit is a topic of discussion also (STR room rentals), but I think LTR's are a little more consistent with income and a bit less work.
