Include specifics about what's covered, overage charges, and how you'll track/bill utilities.

If you do decide to help them out and rent continues to be late simply have a talk wiht them and remind them that rent helps pay your bills and since you did them a solid ask for the same in return.  

From an investment standpoint this reminds me I believe of a Bill Cosby story line I believe.

Think of all the horror stories about tenants maxing out the heat with their windows open during the winter, deliberately running water bills up, etc. 

Keep in mind if you are house-hacking, you will only be able to write off a percentage of the bills.

I have 25 special assessments on my property tax bill, which I think is insanely high.  

You have until the end of February to file that to have it count toward your 2025 tax bill. 

I suspect they add this service to the tax bill but not positive on that.
