You could buy a theme on ThemeForest, then set it up on WordPress and use MailChimp to collect emails.

I did a tremendously detailed website on a Maryland new build at TheScottPad.com a couple years ago, but unfortunately, the Wordpress theme I was using wasn't updated to support the most recent Wordpress update, and now the site looks like crap. 

It is in-fact built with Wordpress. 

Like @Grayson Graham mentioned, Wordpress is a simple option and is also what I used.

I know there are some Wordpress pluggins that do this.
