The illegal ( and also the legal) immigrant usually has mentality that avoiding problem in the society, especially with police.

Now, there is no mortgage police that comes to knock on your door to verify that you've actually moved in.

I told them that I had already paid an extra 3% service fee, which they could deduct from the balance, but they claimed it was already included in the mortgage and could not be used for a refund.Now it seems they are fully scam.how can I do to get my money back, I have lost around $6062 USD for this case.Because it is criminal, can we report to police and get the money back?

Just be aware...If the tenant decides to contest the charge and the matter ends up in front of a judge, you may be asked a couple of things:   - did you file a police report?  

If they are a crime victim they should also go to their local police department's financial crimes unit, contact financial crimes where the fraud is based and call or go into their local FBI office and ask to speak to the duty agent.
