If you are worried about the lead leaching into the 3 to 10 ft of soil around the perimiter of your house (for those who garden and eat vegetables below the house eaves or those drilling water very shallow water wells next to the house) then you can collect runoff with plastic sheeting.

I had to remediate the absestos adhesive under the resilient flooring in the kitchen and large pantry before I ripped all the luan plywood up and the 3/4 oak flooring underneath it with plywood over the diagonal planks, then cement board, then tile.

I am rehabbing a house now that is ~100 years old and there is one small section near where the pipe exist the building and where an old exterior downspout used to connect in where the pipe is leaking a little underneath but its a 100 years old and at a point where it would have gotten more a lot more wear from that exterior downspout.
