Maximizing profit is exactly what the Realtors, lenders and investors/speculators have done in a rampant fashion, and back to the original question posed by the OP- thats the root of the problem you speak of.

Before becoming shorthand for poor and colored areas, “ghetto” has it’s roots describing the neighborhoods to which Jewish Europeans were confined.

They get involved with grass roots groups that they think are just social rights but soon end up hearing the "Housing is a RIGHT" entitlement argument.

You can decide to open up the country and go cram yourself into an arena with 15K other screaming fans rooting for this or that team that you're not genetically-superior enough to have ever had a shot of joining.

I'd just ensure you find the root cause of the mold, just cleaning it or removing it isn't enough if there is a bigger water intrusion issue.
