Personnally I like the wood cabinets better than painted,,,BUT,,,BIG BUT,,,if they are soiled,stained,knicked up,worn,,you get the idea,,,painted is better than worn.Put all that clutter in a box and store elsewhere before you show it the first time,,,and that frig (stuff) gotta go..

The neighbor probably doesn't want to deal with the expense if its a large enough area, however depending on where you sill plate is compared to finish grade, you may be able to simply add soil to your side and channel the water away.

wetlands maps are inherently unreliable. if you want to be sure, engage a biologist to perform a jurisdictional wetlands determination (this is based on three specific factors-hydrology, soils and vegetation). it is also possible the wetlands may not be federally-regulated but subject to state regulatory jurisdiction. your state may also have buffer areas that cannot be developed to protect wetlands.
