I did little bit of research and found Lake Tahoe to be a good candidate however I also found that there are lot of new regulations being implemented by local bodies.

Now I know you must use your imagination, but think of it; no body in absolute power, no need for greed as you're not looking for profit to get a lavish car because you are already, from the day you are born, generally much more happy then a capitalist.Why would you be happy?
