@Zachary Bellinghausen I usually put a plunger on move-in in  a welcome package which I learned after I had a 40 year old woman who didn't know how to plunge a toilet.

You tell them, "Then hang up and dial 911"  Then go on to the part about the insurance.The only real difference with you going in person to deal with the toilet and calling a plumber, is that it would be cheaper for you to plunge/snake the toilet yourself.

Nothing goes around them and things get bad real quick.Every time I get a blockage in a unit that can't be plunged, we pull the toilet and try to fish it from the bottom side.
