(Water supply from the main house, a new drain, a small electrical panel, outdoor washer/dryer).The question is...what's the best way to move forward?

Outside of RE I LOVE anything outdoors.

i'm thinking of making one with poured cement as its for outdoors in a private spot in my backyard (very simple, open, like the type near beaches and pools, but i do want a pan so i can redirect grey water down the pan's drain to the area of garden i want it to go. yea i like to take showers outdoors in the summer instead of tracking dirt/mud into the house, as am an avid gardener and it reminds me of my vacations overseas of which these days it doesn't look i'll be going on anytime soon cuz of my finances =/

While my dog didn't do any physical damage when we rented (he would never), I definitely bathed him in the nice warm shower at least twice a month rather than paying for an outside dog wash or an outdoor hose, and I had no problem playing fetch with him up and down the carpeted hallway rather than getting on my rain coat and taking him outside for play time in the rain.  

We used white vinegar from Costco on outdoor concrete (patio) and it worked really well.

Your sump pump should eject to the outdoors rather than to a sewer line.

But most motion sensor lights are outdoor security lights.

In your opinion, would it be better to put a few extra dollars together to do a man cave/family room in the basement or fence in a portion of the backyard for some private outdoor living space?

Right now out of seven units I have four smokers, all of which claim to be 'outdoors' smokers, two of which I discovered subsequent to leasing.
