Unless you are OK with low returns while you house hack, have some opportunity for forced appreciation, or bet on continued appreciation for the area, I think the deal is below average.

Depends on who catches it as I mentioned, if it's auditors or bank examiners, bet on it.

I'd say C or C+ neighborhood. 

Tempe is very pricey, everything in Mesa AJ or PHX is class C or D higher crime areas.

C or D class neighborhood?  

You can likely beat the 1% rule and find a quality tenant that is unlikely to be tons of hassle.
