I have hours of 9AM to 9PM Mon-Fri, tenants can leave a message or voicemail at any time 24 hours a day because the phone is on silent during non business hours.

The tenants shouldn't need to enter the kitchen area at all while the rehab is going on so curtain off as much of the unit as possible with plastic and tape.

It does damage properties, but I don't think any more so than people who fry foods and don't clean after themselves.For the animals, I'm not sure that a comfort animal is protected by housing laws and exempt from pet fees/deposits.

Plaster and drywall count as noncombustible, but a plastic dishwasher drain pipe doesn't.If there's a basement, or even a crawl space, under this kitchen, you might consider running a new water supply pipe and drain pipe down there.
