You want to know how many troops, what weapons you have, what strategic objective your campaign accomplishes and the layout of the battleground.

After that, you cannot ordinarily 'realize' the additional losses.

Troops rent rooms out from you at the gov rate which is around $120-$130 a night. 

Anecdotally speaking- when I worked in car sales here in Fayetteville, it was pretty much a weekly basis that new troops were coming in.

Is it simply a case of apply for a permit where ordinarily one would not have been needed?

The Coast Guard doesn’t normally keep their troops stationed in one area longer than 3-4 years which creates some demand for rentals in the area.
