As a part of the partnership with the state of Virginia, which included $750 million of Virginia taxpayer money for infrastructure improvements to support the Amazon HQ2, Virginia is offering Amazon $550 million in grants for hitting that hiring goals, and an additional $200 million for hiring 12,850 more employees from 2030-2034.

If these folks owned their own home prior, I would probably take that as them having better credit at that time even without a credit report to support it.

The ways around that are to build a business around supporting their voucher and inspection program and spending no small amount of effort ensuring they are smoothly servicing your rentals. 

I've always found inventory rates (and how they've moved over time ie previous 1-2 years) to be the starting point for where a market's health is at.
