I totally understand your sentiments and wanting to save yourself money by listing the rental units yourself and feeling that tech and your professional acumen would suffice to get these units rented and you certainly would succeed but something you have to consider is the value of your time and professional expertise.

@Alyssa K.If you get the clear coat off muriatic acid wash should suffice (check with mortar company)Usually what happens with these things is 90% easily comes off but the last 10% is a pain.You could try Jasco paint remover but that is a bit messy especially for expectant mothers.

But if you're asking how is the value attributable to any land component of a given property acquisition determined, any reasonable method will suffice (e.g., allocating the land value based upon local property tax valuation ratios might be acceptable).
