Depending on the city, I do like the urban redevelopment push (heck I even live in one out side of Portland), as well as @Anthony Gayden point of looking on the outskirts of the cities and suburbs were the raw land is to build and cheeper taxes, fees etc.

Also the end developers in most cases are large corps .. it cuts down on their risks and keeps raw un-entitled land off of their books

As far as the court house is concerned do I just go there ask for the most recent defaults or foreclosures I've heard they read off the foreclosures and you have the option to buy them but, if you have you haven't seen the property how do you set up a contingency to ensure your not getting a raw deal.
