While I don't expect another 2008 size wave, I do see a large hold back of inventory coming to market. 

When I ran the numbers compared to US real estate, the added leverage potential here meant that it was not worth the additional hassle to continue investigating Dubai. 

I wouldn't have any interest in buying something like this to hold since it would be so far negative cash flow wise on a monthly basis.

Do I continue to hold it and hope the appreciation eventually makes for a more palatable return?

I would compare it to you or the Seller buying down the rate permanently.

Though, this process will be the same for the other state (if you created a CA LLC you may need to register it as a foreign LLC in the state in which you are doing business/holding property).
