In my experience, physical evidence like this has been a deciding factor in cases like yours.Consult an Expert: Even if you plan to handle the hearing yourself, an initial consultation with a real estate attorney could be invaluable.

The loan amount will typically be determined by appraisal (LTV - loan to value ratio) - but your qualification will also be based on other metrics like you mentioned - DSCR ratio, FICO and some other factors. 

With the cash out refi it would be the same you would just factor what you would cash flow with the new monthly payment. 

Protecting your asset is sometimes a  factor in an upgrade.

Some assets can be valued significantly lower than their actual worth because of illiquidity and other factors.
