I can not imagine you'd get a permit with "just a box drawn on the site plan".....nothing showing plumbing, electrical, structural elements, etc. meet building code.

Make sure to inspect all the major systems thoroughly (HVAC, plumbing, foundations, roof, electrical) and make sure you know what they look like today.

Not only is this clearly something that tenant is doing , but the plumbing is hooked up to a septic system and septic systems do not break down tampons.
