No the appraiser is doing a 1007 market survey based on long term rents as of the day he saw the subject property.There now are conventional products without the FHA self sufficiency test with 5% down.

It also has to cash flow with rental survey.

With the property address (and a Plat of Survey) I can give you more clarity as to your specific situation; however, at this point I have a feeling you are going to need to get a building permit in order to actually permit the work to be done to add the basement unit.If the Unit is already built out (recently or has been for years) the City will likely Still require you to obtain a building permit in order to "Legalize" the unit to where you could get the Zoning Cert to show 4 units...

I first had to pay for a master plot plan survey and have the structure surveyed.

Appraiser will do a rent survey that you pay for.

I would strongly suggest getting a survey completed on the property so you're aware of all the legal parameters of who owns what. 

I have certainly never been surveyed. 

Mostly around SFH's.I did a survey a few months ago of 8 different lenders.
