All agreements in RE must comply to the statute of frauds, that all agreements be in writing to be enforced.

 -  Many if not most municipalities have statutes that prevent your property taxes from increasing when you add solar or other green upgrades

However, remember you are in California which has very different landlord/tenant statutes than many other states. 

Make sure to check with your States statutes to make sure you are ok with this procedure, every state is different 

The real way to know is to google up your state statutes on tax sales.
