Usually this is self-regulating: we screen tenants to identify financially responsible persons and this group of people tend to behave otherwise responsibly. 

If a supposed service dog behaves this way, you have reason to be suspicious.

If you make the offer contingent on the dog being well behaved, that is very subjective.
