Not sure about elgin, but in romeoville they have a list of approved contractors for all trades that you ask the village for, I also asked the actual village electrical inspector if knows of any, and he was able give 3 guys that he usually approve their work for inspection

I recently moved from Valley Village (Laurel Canyon and Magnolia) to Santa Clarita.  

Many of the smaller towns/villages have not been so fortunate.The good news is that our housing prices are more affordable - only 2.x times household income.

At this point, I just accept the fact that about once every month or two, I'm going to wake up about 3 am and won't be able to get back to sleep because I'm thinking about some tenant or contractor or village inspector. :-)

People who complain about Baltimore, usually spend 50K on a house and try to make $1500 a month, then they want it to be without problems.Spend 350K on a 3 units in Charles Village I guarantee you to make more than 4K.

And if you're getting the village involved, maybe you can twist their arms into giving you a deal on the taxes (at least for a one or two year period maybe?)

Each city or village may have their own ordinances so make sure you check into that before closing on the deal.
