My tentative thought, were I to make an offer, would be to make the offer contingent on an Approval to Start Work (or at least something preliminary) from the Building Department.

I would wager that after a few decades, there is a higher likelihood that the accumulated asset of the same quality would be closer to $50M to $150M.

Through my preliminary research, it looks like there is somewhat of an exodus from the cold northeast to the south and midwest.

I've gone as far as having an architect draw up preliminary plans for the permit application. 

Make sure you check your borrower out, as well as the property you loan on, ensuring it's properly insured and that you review a preliminary title report and receive a lenders title policy.If this doesn't scare you, my strong advice is to attend a few real estate clubs and find an experienced hard money lender to originate the loan for you.
