New Braunfels or Stone Oak or Alamo Heights or north/downtown SA would all be reasonable commutes.

No, Royal Oak is far past that but it is a great place for rehabs.  

Royal oak/Detroit area is definitely less expensive than socal so I would be able to make a down payment.I can trust the tenant because it will be an immediate family.

However, it's redone with new roof, new windows, new 3/4" oak flooring, new HVAC, new lower kitchen cabs (painted uppers) and new appliances.

Go to the Detroit suburbs, Macomb County: Warren, Roseville, maybe south oakland county like Oak Park, Hazel Park, Madison Heights.These are not "A" areas remotely, probably C+/B-.
