Be part of the movement and help educate your local city planners and be proactive. 

Also as you place subfloor lay a thick bead of adhesive on each joist, this will reduce sound transfer from subfloor to joist as well as subfloor movement. 

But as others noted, you will have to add a pretty good chunk of equity before you can get any cash out for the movement on another investment property. 

The true conservative movement is not strong enough to take over.

Here in the northeast where we have wood frame construction we always use a cement board underlayment like hardibacker to make sure there is no movement in the floor.
