Because they know if the landlord reports the problems to section 8 they can lose their voucher so they would rather leave than take that risk.

I'd also toss at least an 8% vacancy rate in the numbers.Run those numbers down against that $900/month section 8 voucher and I'm pretty sure you'll be making a nice chunk of change so long as you don't have to pay utilities to get the $900.

If my understanding that if they lose their voucher, they have to clear all debts to prior landlords before they can get another one, so some landlords get payments years later.
