In Reno, NV the Tesla factory and building of the Tesla Semi-truck factory has been bringing more, construction, executives and engineers to the area for 1-8 weeks. 

I have heard developing an rv park one should budget $30k per space, which seems high to me but, all the 50 amp underground power, waste plumbing, possible lift stations, pads for rv's concrete use areas, pavement, landscaping, engineering, surveys, sitework etc, maybe?

You should engage an architect or surveyor/civil engineer for something like this.

You will have to talk to your Local MLS, they should have a feed that you can provide to your database engineer, pretty much the same way Zillow gets all the MLS data. 

They are more sales than solutions IMO.Also be careful regarding the "structural engineer".

For example, a doctor or software engineer, who makes good money, but does not understand real estate nor finance.

Since you have a background in software engineering maybe this could be a gap in the market you could fill. 

I am also negotiating a "Subject to" property with one of my existing clients.If you can get legs on the PM company (get to 200 to 300 units quickly), you should be able to have enough cash flow to be able to fund your purchases.If I were to do anything over, I would have quit my engineering job sooner and started in property management.  

Fees for new construction , between capitol connections , impact fees , environmental fees , engineering fees , etc  you CANT build AFFORDABLE housing .   

With a "real" cost segregation study, it is signed by a licensed engineer who absolutely is a "qualified individual."
