I believe it is completely reasonable to have a clause in your lease that places a cap on utilities with any overage (proven by a bill) being the responsibility of the resident.Our clause states that any electrical bill (we don't have gas, and water has never been a problem) that is over double the same month's bill from last year will have the overage assigned as a fee.It is important to keep your bookkeeping straight if you do assess a fee.

@Steve Babiak, unless he registered with Pennsylvania as a contractor, he would not show up on there, the company as the OP stated is from NJ where he would be registered. he should be registered in PA if he is doing work there, so i agree, he should have shown up on those sites, i am a contractor in NJ but do not do work in PA, not even my own properties, so i do not show up on those sites.

Thanks for the feedback; some quick stats: 9 doors across 4 states, about 50% LTV ratio with a Net Income of about 17% and cash on cash of about 3%.....in fairness those numbers include some overall business expenses not tied directly to one specific property.
