You may be in violation of that (most RV's are greater than 20 feet in length from bumper to bumper).There are also various vagrancy laws that they may be violating (not to mention sanitation laws) despite the upkeep on the grass.My thoughts are, this person is trespassing and you need to make the local police department the "bad guy" in this situation.

Basements and cellars in residential properties of all sizes can NEVER be lawfully rented or occupied unless the conditions meet the minimum requirements for light, air, sanitation and egress, and have received approval by the Department of Buildings (DOB).

Golden only allows them if the owner resides in the property at least 10 months out of the year (and also has had a long-standing rivalry with Denver ;), and in Evergreen (also a distinct town, but perhaps the closest to "West Denver" on the list) STR's are technically allowed but it's become difficult to get a permit (you have to seek approval of a Special Exemption from the Board of Adjustment, then you can apply for a Short Term Rental Permit from the Planning and Zoning Division and the property must be a minimum of one (1) acre in size, the building standards of the underlying zone district must be met, adequate parking must be provided, defensible space requirements must be met, valid water and sanitation must be demonstrated, no more than five bedrooms in the dwelling).

Based on the first text reference you showed, basements can be a legal rentable unit as long as they meet the minimum requirements for light, air, sanitation and egress plus gain DOB approval.

This article talks about the approach to tenant hoarding under the Fair Housing Act and you may find is very helpful.In terms of safety and sanitation, waste must be disposed of in a timely manner, garbage must be properly stored, nothing can block safe egress, no storing of large amounts of material near stoves or heaters, no blocking of equipment that might need to be accessed for repair or maintenance, etc.
