The HOA could assess all community property owners for things like community center or pool repairs, resurfacing the parking lot or exterior maintenance such as painting and roof replacement.

I am resurfacing hardwood flooring in a couple of houses.

Master bath semi-rehabbed (shower stall resurfaced, stock vanity w/ new granite top installed, pony wall removed, door added, new tile floor) Kids bath upstairs needs a tiny bit of updating, but nothing dated and awful.

Grandma never resurfaced, so hopefully she is resting peacefully. 

I think, given my knowledge of prices from contractors around here and such, we could redo the pool, re-roof the clubhouse, and re-surface the tennis court and still have 33% of our reserves remaining, and I don't really think we have any other CapEx to be concerned with.

The tenant only resurfaced after I had the house served by a process server with a 7-day notice.  

There is an interesting article below that is focused on REITs but has some good analysis that actually argues the effects may be nation wide, and also has some good data on the apartment markets supply and demand fundamentals aside from the effects of flooding:https://seekingalpha.com/article/4102880-quantifyi...I still remember distinctly that I was in a Marshall Reddick "seminar" in early 2006 and he had a bunch of guys that were scaling up out of state in Mississippi, that were trying to say how great Hurricane Katrina had been for them since their property prices skyrocketed afterwards ... in retrospect, the supply shock to that market from the hurricane temporarily covered up some deeper supply and demand fundamental issues that would later resurface in a big way, as we all know.
