I would suspect once investors digest the higher rate environment and some of the hurricane damage is moved inventory will settle out in neutral territory.

In one particular circumstance we had the same tenant intentionally damage their heating system and then calling in a complaint. 

When looking into it, the basement had water damage that didn't worry us since we knew how to remodel that area ourselves.

 @Patrick Pan not all states take such measures, and you can ask a reputable tenant screening company in your area how that works.  

If the project is large enough, liquidated damages (LDs) should be considered as well.

Take the toilet out without damaging it, put a sanitary cover over waste hole, put toilet on shower floor.

I have video and pictures of all the damages and had sent him the itemized list on 5th day of his move out, which is within 30 days.
