Prior to getting a soils report (geotech), you should have the an idea of where the house will be on the property, so the soil samples are taken from close to where the perimeter of the house is, otherwise you'll need to have to soils engineer back out later to take additional samples.

Use a floating floor system of either click lock or sheet vinyl that is loose lay or perimeter glued to avoid issues during the winter months.

It has an acrylic window like you mentioned but has a a sponge foam border around the perimeter of the acrylic.

But if I'm a basement waterproofer and you're going to finish that basement, I'm going to sell you on a full perimeter french drain because I know I won't have to hear you complain in 10 years when another side starts getting water, or something.
