North Florida, hurricane / tropical storm area....So, with the damage being done by the POWER not being on, the floor can and will separate from moisture...

Water intrusion into any part of any physical structure on the Property; leaks from or in any appliance, pipe, slab or roof; standing water, drainage, flooding, underground water, moisture, water-related soil settling or slippage, on or affecting the Property?

Unless you've got something unusual <$500.I'd be looking for stuff like:1) Major CapEx - Life of roofs and siding and paving and plumbing2) Moisture invasion ANYWHERE since this gets more expensive the longer you wait3) Making sure stuff (like remodels and wiring) is up to code. 

The inspector also noted that there is moisture in the walls detected by his tool. 

Next is Structure items such as how the metal structure is, whats the site moisture conditions, is their tie-downs and what type are they, is it on grade, posts, free-standing, and especially roof coatings.

Possible moisture issue, needs a clean up and encapsulated.

Cdx will delaminate if exposed to moisture. ( Leak, poor ventilation).

A licensed home inspector points out moisture, shows a recall for safety on the electrical panel and points out a broken beam.Yup disclose.

make sure piping is in order, they should check for any moisture under home or between walls.  

You could argue that you're worse off with an underlayment because it could add more "play" to the floors and work the locking mechanism loose.You might want an underlayment over concrete though or if you have a moisture problem but I doubt even in this case that it would make a significant difference.
