Unless you've got something unusual <$500.I'd be looking for stuff like:1) Major CapEx - Life of roofs and siding and paving and plumbing2) Moisture invasion ANYWHERE since this gets more expensive the longer you wait3) Making sure stuff (like remodels and wiring) is up to code.

You could argue that you're worse off with an underlayment because it could add more "play" to the floors and work the locking mechanism loose.You might want an underlayment over concrete though or if you have a moisture problem but I doubt even in this case that it would make a significant difference.
