There is no way to contact them by phone to dispute frivolous charges and request help for their site issues.

Your best bet is to get on the phone, get multiple opinions, multiple quotes, and make decisions on the type of build before pulling the trigger.

Call the offices of some of the custodians that interest you and see how the phones are answered.
