@Jimmy Chao regrading to get water away is always a good idea but I would recommend having a water intrusion specialist confirm that the source is in fact the gutters as it could be a combination of gutters and/or stucco/grading/windows/roofing etc. best of luck!

@Jake Baron sounds like an expensive property to rehab because as others have mentioned due to the water intrusion you will likely encounter rot whenever you open a wall, repair a porch, stairs, roof etc.

Maybe I go with them when they look at properties, would that be too intrusive?
