Part of the intrigue of the fund is the sell their re-performing notes to fund investors (if they wish) and many invest in the fund with the intent of buying such notes. 

It currently seems I’m not going to be coming back to the states anytime soon (given the upcoming projects within the next 3-4 years) but would really appreciate any advice on investment rental property strategy as so to start building the foundation for generational wealth/passive income.We have saved a substantial amount of money  for which the original intent was to buy our future primary residence with all cash if/when we moved back to the states.However, that’s not what’s going to build generational wealth and would rather put that money into passive income investments hence, real estate rental properties.

For context, 4 adults and all our tech living here, we were running about $250/mo on average per month for electricity anyway... outside of summer a/c useage. so all in all, its saved me about $2k a year if i had to guesstimate for you (it stays hot here through October usually).i still owe about $23k on mine, have no intentions of selling the house. but if i decide to move out and rent the whole house out, our market would support higher rent in exchange for no electricity bill. i think you just need to decide what YOUR main benefit of having the panels are. for me it was for the house-hack, and consistent billing, despite the usage. if its strictly for property value increase, i'm not sure it would be worth it, pending your specific market. 

If his intention was to rip people off, wouldn't it eventually catch up with him and he'd go to jail? 

I purchased a SFH in 2022 that I'm in the process of turning into two units with the intent to rent out one of them while continuing to live in the other.
