If so what should I be prepared with to combat?

How would you combat this? 

I'm not a sheepish person, I have a combative personality and surely they realize ANY attack on my house or family will receive a response. 

I have been buying houses as if I were still wearing combat boots ever since.

Living in a sketchy area flipping a home where I wake up to combat possible tweekers, help kids get blankets back on, crying, the mice that we can’t kill are raiding our kitchen right now, so nights are like Vietnam for me.

To combat this I make sure to run strenuous stress tests on all deals we buy. 

English is not this tenants first language and anytime I try to explain that it is not acceptable to overstay he gets very irriate and combative. 

The few laws that are on the books to combat this stuff rarely get enforced in Cleveland, which was recently ranked the ninth most corrupt city in the nation.

Any ideas of how to combat this?
